Agri-Processing Enterprises Eligible for 25% Reimbursement on Ukrainian-Made Equipment

The Ministry of Economy, Environment, and Agriculture of Ukraine has officially confirmed that agri-processing enterprises are entitled, on an equal footing with agricultural producers, to participate in the state program offering a 25% reimbursement of the cost of Ukrainian-manufactured equipment. This measure creates additional opportunities for developing the processing sector, which produces high value-added products.

“The ability of agri-processing enterprises to access state support is significant, given the steady growth we are seeing in this segment. Orders from processing companies now account for 40% of our portfolio, and this share increases each year.

We have observed that processors make use of the reimbursement program far less frequently, despite being fully eligible. For instance, one of our clients—an oil extraction plant in the Chernihiv region—operates exclusively on tolling raw materials and has been using the program since its very first year of launch,” said Nataliia Kulakovska, Marketing Director at KMZ Industries.

She added that the company is the program leader in terms of the number of registered equipment items—over 2,500 units for advanced solutions in grain and processed-product storage, drying, handling, and cleaning.

In 2025, the government allocated UAH 1.5 billion for program funding, of which nearly UAH 1.2 billion has already been utilized. The program reflects the government’s systemic approach to supporting, on the one hand, domestic machinery manufacturing, and on the other—the processing industry, which is expected to become a key driver of Ukraine’s economy. For agri-processing enterprises, this is a unique opportunity to modernize production facilities with state support and secure competitive advantages not only in the domestic market but also internationally.

“A 25% reimbursement is substantial support. We constantly encourage our clients to take advantage of this program—it truly works,” Kulakovska emphasized.

Reference: KMZ Industries equipment has been eligible for the partial cost reimbursement program since 2018. Applications for the 25% reimbursement can be submitted by both producers and processors of agricultural products included in the State Agrarian Register. Applications for equipment purchased before December 1 of the current year must be submitted by December 5, and for equipment purchased after December 1—by April 15 of the following year. In cases of unjustified written refusal by a bank to accept an application, companies should contact the Ministry of Economy, Environment, and Agriculture of Ukraine.
